TCB Procedures
CERTIFICATION REVIEW POLICIES AND PROCEDURES
1. Overview:

The company provides equipment certifications for FCC and Industry Canada via acceptance of applications from NIST/NVLAP, A2LA or ISO/IEC 17025 - accredited testing laboratories; FCC and IC listed laboratories, and other approved sources. Submitters must file electronic or hard copies of applications to the company for review and evaluation. Certification may be granted if technical data demonstrates that a unit, which is representative of the final production model, complies with the applicable governing rules and regulations.

Under the company Certification Procedures, the company is designated by the Federal Communications Commission and/or Industry Canada, to evaluate and provide equipment certification for approved applications submitted to the company. The technical expertise provided by the reviewers and technical staff will ensure that test reports and applications submitted comply with the necessary technical and administrative requirements under the FCC/IC Rules and Regulations.

Submissions to Compliance Testing shall be reviewed according to approved parties, Administrative and Technical Review Procedures. The review process shall be used to ensure that submitted applications meet the required acceptance criteria for certification under FCC/IC regulatory requirements.

Compliance Testing shall confine its requirements, evaluation and decision on certification to those matters specifically related to the scope of the certification being considered.

The company shall administer and control the certification process.

Compliance Testing TCB will use Compliance Testing, LLC lab or any Company Approved Sub-Contractors for inspection and testing during pre-sample equipment requests, post sampling equipment requests, and market surveillance
2. Detailed Certification Procedure:

The certification process is outlined below. All FCC/IC applications will be submitted in electronic format or hard copy to Compliance Testing. All filings with FCC / IC will be electronic.

Client / Responsible party, requests application for certification.

Request has to meet the scope of the Compliance Testing’s FCC / IC accreditation.

Upon request, the applicant / responsible party will be provided with a checklist and necessary forms to submit the FCC/IC application to Compliance Testing.
3. Administrative Review:

Application will first go through an administrative review process.

Once the application and technical brief is received, an administrative review is performed on the application per internal review procedures.

If review determines something is missing, a request (RT) is made for additional information.

Client is required to respond within 60 days or the Company has the option to dismiss the application.
4. Technical Review:

Once the Administrative reviewer has approved the brief, the application and supporting documents are presented to the Technical Reviewer.

Technical review is performed per internal review procedures to confirm conformance to the technical requirements established by FCC / IC.

The technical review will include, but is not limited to:

Test Report
-
Test Procedures performed
-
Test Equipment used and calibration status
-
Plots or other data
-
User’s Manual
-
RF Exposure (if applicable).

Operational Description and supporting descriptions

Schematics and block diagrams supplied by the manufacturer

ID label/Location Information

Requests for additional information are made, if necessary. Client / responsible party has 60 days to respond or Compliance Testing has the option to dismiss the application.
5. Sample Testing:

If a sample is required and requested, client / responsible party has 30 days to respond or Compliance Testing has the option to dismiss the application. If the application was dismissed on this basis, the regulatory body will also be notified.

If a decision is made to perform testing, the testing may be done in-house or through an approved subcontractor.

Testing / evaluation is performed based on the FCC/IC criteria for the scope of certification being requested.

Applicant is responsible for all shipping fees. If the applicant request to have the sample returned, return-shipping fees shall be paid by the applicant.

In the case of a non-compliant sample, the measurement uncertainty of the measurements shall be taken into account. Should the measurements still fail to comply with the requirements, additional action shall be taken. The applicant will be notified of the non-compliance and issued a request to respond to the non-conformity. The applicant will have 30 days to respond to the non-conformity. Compliance Testing is required to notify the regulatory authority of any correspondence received regarding the non-conformity.
6. Certification Authority Review:

Once the Technical reviewer has approved the brief, the application and supporting documents are presented to the Company’s Certification Authority for final review and decision of certification.

Requests for additional information are made, if necessary. Client / responsible party has 60 days to respond or Compliance Testing has the option to dismiss the application.

If Certification Authority determines all aspects of evaluation have been met, decision to issue Certification or Grant is made.
7. Post-Market Sampling / Surveillance:

Compliance testing is required to audit a minimum of five (5) percent for FCC and (2) percent for IC, of the total number of products certified for a given year. One (1) percent of which shall be for products subject to SAR Measurement.

Applicants is required to maintain at least one (production equivalent) unit on hand for sampling audits requested by Compliance Testing or the regulatory authority.
